Nis Fortress is located in the core of the city, on the bank of the Nisava river. It is one of the best preserved and most beautiful medieval fortresses in central Balkans. It was pulled down and restored a number of times, by the Romans, over the Byzantines, Slavs, Bulgarians, and Serbs. It is the tower made of human skulls, built after the battle for liberation of Nis in 1809. This horrific monument was built as a warning to anyone rising against the Ottoman Empire. In 1883, the first act was staged in the city to celebrate the wedding anniversary of King Milan and Queen Natalija Obrenovic. The first theatrical group, “Sindjelic”, was founded on 11 March 1887. In the last 111 years, many important names of the Serbian and Yugoslav theatre have appeared on this stage. Since the foundation, over 10,000 plays have been staged, seen by more than 6 million people, in Nis theatre but also in guest appearances in the country and abroad. Nis National Theatre cherishes the national repertoire, but also presents international classic drama and contemporary plays.

On 13 May 1894, Nis Bishop Jeronim Jovanovic bequeathed to the city his building and 2,000 books, of mainly religious topics. During his lifetime, Stevan Sremac bequeathed 770 of his own books to the library, and they became part of its funds in 1908. Only after the reconstruction and renewal after the flood in 1948. did the library start to develop again, enriching its funds and becoming an important element in the cultural life of the city.
